Preheat your oven to 375°F (190°C) and lightly grease a loaf pan.
In a large mixing bowl, combine the ground beef, onion, green bell pepper, bread crumbs, beaten eggs, milk, ketchup, Worcestershire sauce, salt, pepper, and garlic powder. Mix well until fully incorporated.
Transfer the mixture to the prepared loaf pan, pressing it down evenly.
Bake in the preheated oven for 50 minutes.
Remove the meatloaf from the oven and spread an additional 2 tablespoons of ketchup over the top as a glaze.
Return to the oven and bake for an additional 10 minutes or until the internal temperature reaches 160°F (71°C).
Allow the meatloaf to rest for 10 minutes before slicing and serving.
